Patient portals in Europe and how many people use them
Every two years, Eurostat asks people in all EU countries whether they used the internet to access their personal health records in the three months before the survey. The responses show how unevenly Europe has digitised patient access. The figures below are our own analysis of that data. The full table with every country follows further down.
Main findings for 2024
- EU average: 27.7% of people aged 16 to 74 accessed their health records online, up from 24.4% in 2022 and an estimated 10.3% in 2020.
- Five countries exceed 50%: Finland (73.6%), Denmark (61.5%), Estonia (59.8%), Lithuania (55.4%) and Cyprus (52.0%).
- Germany is lowest among the 26 EU countries with 2024 data, at 5.1%. It is followed by Romania (9.9%) and Ireland (14.6%). There is no 2024 figure for Czechia.
- The biggest increases since 2020 were recorded in Lithuania (+43.4 percentage points), Cyprus (+34.1) and Greece (+32.0). Germany rose by 2.5 points.
Germany: online for most things except the health record
Germans do not generally avoid online health services. In 2025, 59.5% searched for health information online, close to the EU average of 60.3%. In 2024, 34.7% booked a doctor’s appointment online, while the EU figure was 39.8%. Yet only 5.1% accessed their health record online. For every German who opened a health record online, almost seven booked an appointment that way. Across the EU, the ratio was about 1.4 to 1.
The 2024 survey was carried out before Germany’s “ePA für alle” started in January 2025. According to gematik, by 13 April 2026 health insurers had created about 73 million electronic patient records. However, only 5.1 million people had registered a GesundheitsID, the digital identity used to log in. The 2026 Eurostat survey will show whether the rollout has changed the picture.
Older people also access records online
In 2024, people aged 25 to 54 were the most likely across the EU to access records online, at 32.2%. The rate for those aged 65 to 74 was 19.2%, close to the 21.3% recorded among 16 to 24 year olds.
How to interpret the figures
- This indicator counts people who actually used the service in the three months before the survey, not everyone who has access to it.
- Some series change in ways that Eurostat does not mark with a break flag. Norway fell from 77.7% (2022) to 33.4% (2024), and Austria from 30.8% to 23.0%. We report the published values, but would not treat these drops as genuine declines without the national metadata.
- The question is asked only in even-numbered years (2020, 2022, 2024). Values marked * are Eurostat estimates.
